What the Royal Commission said 

The Royal Commission recommended that all mental health and wellbeing services: 

  • provide integrated treatment, care and support to people living with mental illness and substance use or addiction
  • do not exclude consumers living with substance use or addiction from accessing treatment, care and support. 

The alcohol and other drugs (AOD) system will continue to play an important role. It will operate as a stand-alone system that coordinates with the mental health and wellbeing system. It will be responsible for supporting people living with substance use or addiction, including people who have low levels of mental health support needs.

What are the opportunities? 

The Royal Commission’s reforms will improve the lives of people living with mental illness and substance use or addiction. It will do so by providing comprehensive and integrated services.

These initiatives will ensure that people living with mental illness and substance use or addiction can access treatment, care and support that best meets their needs.

People will not be excluded from services, and they will not need to tell their story multiple times. Instead, they will be able to access the supports they need in one place.

These reforms will deliver better outcomes and experiences for people. They are more likely to recover and improve their mental health and reduce or cease their substance use.

What are we doing? 

An Integrated AOD and Mental Health and Wellbeing Framework is being developed. The AOD and mental health and wellbeing sectors and people with lived and living experience are contributing to the Framework. The Framework will outline how we integrate services for people living with mental illness and substance use or addiction.

We are working with existing Adult and Older Adult and Area Mental Health and Wellbeing Services and Youth Area Mental Health and Wellbeing Services to plan for the delivery of integrated AOD and mental health treatment, care and support by the end of 2022. 

Once established, new Adult and Older Adult Local Mental Health and Wellbeing Services will deliver integrated AOD and mental health treatment, care and support.
